Indústria calçadista de Rolante (RS): mapeamento do fluxo da logística reversa e verificação da conformidade legal

Abstract

Este trabalho ressalta o papel fundamental da logística reversa para o controle ambiental no segmento calçadista de Rolante (RS). Nesse município, a forte presença de ateliês de calçados resulta em uma geração significativa de resíduos sólidos, o que demanda práticas estruturadas para seu reaproveitamento e descarte adequado. A pesquisa surgiu com o objetivo de compreender como essas empresas gerenciam os resíduos gerados e se cumprem as exigências legais locais de descarte. O estudo teve como objetivo principal mapear o fluxo da logística reversa nas indústrias calçadistas de Rolante, com base na legislação ambiental vigente, identificando os mecanismos utilizados para o gerenciamento dos resíduos. A pesquisa foi conduzida com abordagem qualitativa, utilizando revisão bibliográfica, análise documental e entrevistas com responsáveis técnicos de ateliês calçadistas locais. Foram analisadas legislações ambientais federais e estaduais, como a Política Nacional de Resíduos Sólidos (Lei nº 12.305/2010), o Decreto Estadual nº 38.356/1998, além de instrumentos obrigatórios como a Declaração de Movimentação de Resíduos (DMR) e o Manifesto de Transporte de Resíduos (MTR), que possibilitam o controle e a rastreabilidade da destinação final dos resíduos industriais. Os resultados indicam que, embora os instrumentos legais estejam disponíveis, ainda existem lacunas na aplicação prática por parte das empresas. Muitas enfrentam dificuldades na entrega de relatórios obrigatórios e na correta armazenagem dos resíduos. Por outro lado, foi possível observar iniciativas positivas em alguns ateliês, como o reaproveitamento de retalhos e materiais, além do envio de resíduos às indústrias de origem para descarte adequado, práticas que podem reduzir custos e reforçar o compromisso ambiental das marcas.

This study highlights the importance of reverse logistics as an environmental management strategy in the footwear sector of Rolante (RS), a municipality with a high concentration of footwear workshops that generate a large volume of industrial solid waste. The research was motivated by the need to understand how these companies manage the waste they produce and whether they comply with local legal requirements for disposal. The main objective of the study was to map the reverse logistics flow in the footwear industries of Rolante, based on current environmental legislation, identifying the mechanisms used for waste management. The research followed a qualitative approach, using bibliographic review, document analysis, and interviews with technical managers of local footwear workshops. Federal and state environmental regulations were analyzed, including the National Solid Waste Policy (Law No. 12.305/2010), State Decree No. 38.356/1998, as well as mandatory instruments such as the Waste Movement Declaration (DMR) and the Waste Transport Manifest (MTR), which enable monitoring and traceability of the final destination of industrial waste. The results indicate that, although legal tools are available, there are still gaps in their practical implementation by companies. Many face challenges in submitting mandatory reports and in properly storing waste. On the other hand, some workshops have adopted positive practices, such as reusing scraps and materials, and sending waste back to the original industries for proper disposal—initiatives that help reduce costs and reinforce the environmental commitment of the brands. The data reveal that reverse logistics is a viable and highly necessary tool in the context of Rolante's footwear industry, from legal, economic, and environmental perspectives. To improve the effectiveness of these processes, it is recommended to strengthen preventive inspections—which currently occur mainly through complaints or report omissions—and to promote technical guidance and training for business owners. Encouraging partnerships with recycling companies and adopting clean technologies is also essential. This way, it becomes possible to align the economic growth of the footwear sector with environmental responsibility, contributing to a more sustainable production model.
